Streaming audio fails on Vista due to missing l3codecx.ax file

Was tempted to call this issue "Wishing GStreamer had better documentation" as I'm not really sure what's going on here, but ah well. Looks like this codec was dropped after XP, and the DirectShow plugins currently aren't happy without it.
