GStreamer plays music streams poorly on Windows

Symptoms:
- Random blips.
- Skipping.
- Same stream plays fine in external players.
This is a recent development, and so far seems like only my comp is affected. It could be just something I installed recently, or something more subtle. I've tested one person tonight and they couldn't reproduce this, but that's hardly definitive. Need more victi--err, volunteers.

Figured out what was going on with GStreamer, Windows, and my comp (it wasn't finding the right files in the cache). Added necessary changes to the installer.
