GStreamer requires windows users to logoff before working

GStreamer modifies the user variable path to find the plugins folder; the variable change is inaccessible to programs until the user logs out then logs back in.

I added a small .exe and .bat file to the installer that silently refreshes the shell. Works so far on XP, but need to test on Vista.
