(meta) add ticket state volunteer_needed

add ticket state volunteer_needed ... just to avoid several people doing the same work at the same time. I think that can save a lot of time esp for small fixes and sub-tasks. In addition to that maybe add a todo list for that ticket, so that the volunteers in spe can decide if they want to take that task.
