(patch) show music title as notifybox

Really can't wait until the GStreamer stuff is done so stuff like this can start getting knocked off the queue :)
I've been thinking about the notice idea, and I don't know how many music events people have attended, but the ones I have always either have the DJ announcing songs on public chat, or through an object. I've discovered a lot of new bands that way. So, I'm thinking adding this info to the Chat History is the best way to go (thoughts on that?).
http://jira.secondlife.com/brows... Dale Glass' version also adds a preference option (could probably be folded up into a "Display system messages in chat history" setting--we have enough checkboxes as is).

Dale Glass' version is also cleaner code since he uses the media-observer ... The notify box used in both versions adds an entry to the chat history anyway, so to get more preferences clutter there could be an radio button to switch ()off (*) notify ()chat. I wouldn't be surprised to find someone else to come out with a similar idea, too :P

I've tested both patches against my latest 1.2.0-next branch and found the following issues with both of 'em:
- Add LL_INFOS to display the title when it should be found.
- Login to a sim with a working stream and press play.
- Sometimes the title is found, sometimes it's not. If it's not found on the first attempt, it won't be found at all no matter how many tracks you cycle or start/stop the stream or try different parcels. You need to relog.
- If the title is found, it only works on that parcel. If you stop the stream or leave the parcel, titles won't be found again after that.
Not sure what the issue is. Watching the console, 1.1 doesn't have this problem. I'll push both branches.

/me wonders if it's possible to send IM's "from" medaimpl here. Also "music stopped" messages could be useful.
