Add debug setting for "Skinning Mode"

Basically, when skinning mode is enabled, all floaters and panels redraw when opened to allow for easy xml editing (no idea how this would work with the toolbars and menus, or colors_base.xml, though. Might need a special "Skinning" Advanced menu with refresh options).
